Study: Distracted driving laws don't stop crashes


WASHINGTON (AP) - A new insurance industry study has found that state laws banning the use of handheld devices to make calls or send text messages while driving have not resulted in fewer vehicle crashes.

The study, released Friday by the Highway Loss Data Institute, examined insurance claims from crashes before and after such bans took effect in California, New York, Connecticut and Washington, D.C.

The organization found that claims rates did not go down after the laws were enacted. It also found no change in patterns compared with nearby states without such bans.
Adrian Lund, the group's president, said the finding doesn't bode well "for any safety payoff from all the new laws."

Six states and the District of Columbia ban talking on a hand-held device for all drivers, while 19 states and the District of Columbia ban texting while driving, according to the Governors Highway Safety Association.

The Highway Loss Data Institute, an affiliate of the Insurance Institute for Highway Safety, said its findings "don't match what we already know about the risk of phoning and texting while driving" and said it is gathering data to "figure out this mismatch."
It said one explanation could be an increase in the use of handsfree devices in places with bans on handset use while driving.

Jonathan Adkins, a spokesman for the governors association, said the new study "raises as many questions as it answers." The group is concerned that bans on handheld devices simply encourage more drivers to use handsfree devices, which, it says, are just as risky.

The governors association is urging states to pass texting bans, but hold off on banning other cell phone use while driving until there is more data. The National Safety Council, meanwhile, supports a total ban on cell phone use while driving, including the use of handsfree devices.
In the Senate, Democratic Sens. Charles Schumer of New York and Robert Menendez of New Jersey have introduced a bill that would reduce federal highway aid by 25 percent to states that don't pass laws banning texting by all drivers.

Transportation Secretary Ray LaHood also has been campaigning against texting and cell phone use while driving. In a blog post Friday, LaHood dismissed the new study's conclusions as irresponsible and said the study will lead people "to wrongly conclude that talking on cell phones while driving is not dangerous."
"At this early stage in our work against distracted driving, no one should be discouraging strong nationwide efforts to make our roadways safer," LaHood wrote. "Unfortunately, a study released by the Highway Loss Data Institute casts doubt on the reality of this epidemic."

Earlier this week, the Transportation Department banned truck and bus drivers from sending text messages on hand-held devices while operating commercial vehicles of more than 10,000 pounds. Federal employees are also prohibited from texting while driving government-owned vehicles or using government-owned equipment.

Humor! 6 Reasons to Think B4 You Speak!

FIRST TESTIMONY:
I walked into a hair salon with my husband and three kids in tow and asked loudly, "How much do you charge for a shampoo and a blow job?" I turned around and walked back out and never went back. My husband didn't say a word... He knew better.

SECOND TESTIMONY:
I was at the golf store comparing different kinds of golf balls. I was unhappy with the women's type I had been using. After browsing for several minutes, I was approached by one of the good-looking gentlemen who works at the store. He asked if he could help me. Without thinking, I looked at him and said, "I think I like playing with men's balls"

THIRD TESTIMONY:
My sister and I were at the mall and passed by a store that sold a variety of candy and as we were looking at the display case. The boy behind the counter asked if we needed any help, I replied, "No, I'm just looking at your nuts." My sister started to laugh hysterically, the boy grinned, and I turned beet-red and walked away. To this day,my sister has never let me forget.

FOURTH TESTIMONY: 
While in line at the bank one afternoon, my toddler decided to release some pent-up energy and ran amok. I was finally able to grab hold of her after receiving looks of disgust and annoyance from other patrons.I told her that if she did not start behaving "right now" she would be punished. 


To my horror, she looked me in the eye and said in a voice just as threatening "If you don't let me go right now, I will tell Grandma that I saw you kissing Daddy's pee-pee last night!" The silence was deafening after this enlightening exchange. Even the tellers stopped what they were doing. I mustered up the last of my dignity and walked out of the bank with my daughter in tow. The last thing I heard when the door closed behind me, were screams of laughter. 

FIFTH TESTIMONY:
Have you ever asked your child a question too many times? My three-year-old son had a lot of problems with potty training and I was on him constantly. One day we stopped at Taco Bell for a quick lunch, in between errands. It was very busy, with a full dining room. While enjoying my taco, I smelled something funny, so of course I checked my seven-month-old daughter, she was clean.Then realized that Danny had not asked to go potty in a while. 


I asked him if he needed to go, and he said "No". I kept thinking "Oh Lord, that child has had an accident, and I don't have any clothes with me." Then I said,"Danny, are you SURE you didn't have an accident?" "No," he replied. I just KNEW that he must have had an accident, because the smell was getting worse. 


Soooooo, I asked one more time, "Danny did you have an accident ?" This time he jumped up, yanked down his pants, bent over, spread his cheeks and yelled "SEE MOM, IT'S JUST FARTS!!" While 30 people nearly choked to death on their tacos laughing, he calmly pulled up his pants and sat down. An old couple made me feel better, thanking me for the best laugh they'd ever had!

LAST BUT NOT LEAST TESTIMONY:
This had most of the state of Michigan laughing for 2 days and a very embarrassed female news anchor who will, in the future, likely think before she speaks. What happens when you predict snow but don't get any!


We had a female news anchor who, the day after it was supposed to have snowed and didn't, turned to the weatherman and asked: "So Bob, where's that 8 inches you promised me last night?"


Not only did HE have to leave the set, but half the crew did too they were laughing so hard!

I hear you call yourself the "King of South Cak", are you worthy of that title and why not someone who's been in the game longer? I feel like the older homies in the SC industry had their chances to lead and no one stepped up and the person they chose fell short! You gotta be built strong to lead and I'm conditioned for it! I sat back in '09 and gave everybody a chance to lead and no one stepped up now I'm going for the throne!


How did you start rapping and when? Towards the end of '07, I started. I had two artists who weren't working hard enough to my satisfaction. So I went to Marvelous J. and brought my first beat.


So, where you rapping before '07? No, not at all, all the songs on my "Rookie of the Year" mixtape were my first recordings!! So what were you doing before rapping? I was a party promoter; planner and I had a few business ventures!


You are new to the game, so how did you get to the level of creativity you are at being a rookie? 
I always had a adventurous mind and I feel like I done lived one hell of a life, that always helps! 


So what's your story?... Single family home, coming from nothing to something, overcoming obstacles... raised in the projects. We moved from projects to basically a shack. It had a tin roof and cinderblocks. When my mom [got] married, it got a little better What was or is the whole beef wit. You and Lil Ru? He got on a independent dvd and talked down on me and a few SC artist. He's a decent artist and I hope he succeeds in life. (uh huh...)


What is up with you and the clubs? Why do you keep getting bannedDifferent situations for different clubs, fights are usually the reason and its usually like 50-100 of us so it always seem like a big problem.


Out of all of the 2009 controversies in SC Hip Hop, what 2 stood out to you the most? Which one affected you the most? The whole Sc vs Lil Ru situation and the. Head hunter vs Lil Ru situation.. I say the HH one affected me the most cuz they apart of my Moneybags fam now so we all in for one another! What advise do you 


have for striving artists who are trying to at least make it to your level in the game? If you don't know, you do have some clout! Never ruin relationships wit people in the industry that's what the game is based on and basically just stay at it day in and day out, and keep a positive outlook cuz this is a rocky game!  


What do you say to those artists who feel "frustrated" from being ignored or not noticed by the masses. I was ignored and not noticed in SC, so I put my movement in their face! Now I gotta do it in the next state cause I'm nobody in the next state! You gotta keep pushing strong until you get a national buzz!


What was in 2009 that you want to keep moving forward with in 2009? My work ethic, I'm up working while the competition is sleep! I got that killer instinct for this industry! Sucess is a obligation and failure is not a option!  


What was in 2009 that you feel you need to change in 2010? I gotta go harder on the web the new age of promotion is online and I definately need to step that up! But we [are] definitely still gonna flood the streets!


What are your expectations of 2010; for personal and business life? Just having a sucessful year and hopefully landing a major situation rather it be distrubution or a multi album situation


So what can we be on the lookout for next? 5 - 10 Mix Tapes10 Street videos. I'm coming out with a DVD. My album "2516" coming out late this year (2010). Also I got to offers to star in 2 independent films so u can expect those coming soon too. You can also expect us to be the biggest and strongest movement SC has ever seen!!


Any special shout outs? Yeah shout out to all the Carolina djs without yall the movement can't grow, all the indie Carolina artists, the whole Carolinas, Head Hunter fam, Fast Money Boyz, Moneybags Ent, Quantum Beats

ALAMO

I've found a singer from NC who is really a true Hip Hop icon... He needs to be exposed to the masses! Talented is an understatement when speaking of ALAMO. I heard his music through his Slip N Slide Indie Music Review submission since I conduct the reviews. I instantly fell in love with his voice and songs. One in particular was, "Monday Luv" which I did the SNS Indie Review on. See below...

2010 I'M HERE!!!



Ooohwee! It's been a minute since I've updated my blog! Well,  the new year is here and I am in full effect! In the words of TrapStar "I'm in tune with my star player." Ehhem, that would be me!

What's coming up? Well, for starters Joey Papers and *Pizzle* are dropping new mix tapes and I am excited about those. I am working closely with a new found friend on promoting both of my artists. They have different styles of rap and will attract a slightly different crowd, but for the most part, I love the both of them the same (their music of course!).

I have new plans for Carolina Hustle which will be kicking off after Preya's birthday weekend; January 9, 2010. Her B-Day is actually the 7th. After I recoup from the hurting pockets syndrome, I'll be ready to hit the Carolina Highways to promote Carolina Hustle and the artists who choose to jump on aboard with the mini distribution we have planned. I have a few sponsors who are willing to come along for  the ride also!

I started the Carolina Hustle Newsletter. I decided to create an online newsletter/magazine with a monthly, maybe bi-weekly, publishing. It will contain advertising, a section for writers to say their say, a producer's corner, etc etc... I did think of an actual print magazine, but I wanted to be earth friendly! After reading the periodical, people don't have to throw it away; just close it and it's always available to download again. You can read the first issue HERE. It will explain everything in more detail.

Carolina Hustle also has an informational site at www.carolinahustle.info. This site is intended to be informative above and beyond the main CarolinaHustle.com website. People can find the newsletters, how to submit requests for interviews and music plays, a contact page, and the calendar. We haev a lot planned so make sure you check back often for updates.

Well, there you have it! The basics of what's happening for 2010. I am sure more will arrise, but this is what it is for now. I do have another trick up my sleeve, but I will keep it on the hush until everything is confirmed. Until then...
